Dr. Derrick McKoy

Derrick McKoy is an Attorney-at-Law in Kingston, Jamaica. He is a former Contractor General of Jamaica and a former Dean of the Faculty of Law, University of the West Indies, Mona Campus. He has served as a Commissioned Officer in the Jamaica Defense Force—Coast Guard (National Reserve). He is a Member of the Chartered Institute of Arbitrators, and a Fellow of the Asian Institute of Alternative Dispute Resolution.

Derrick holds a doctorate in law from the University of Leicester, a doctorate in Business Administration from Nova Southeastern University, an LLM in International and Comparative Law from University College London, the MBA from Barry University, and the LLB from the University of the West Indies.  He is also a graduate of the Norman Manley Law School.  He was a Commonwealth Scholar, and in 1999 he participated in the US International Visitors Program on “The role of Ethics in Business and Government.”  He has been nominated to Sigma Beta Delta International Honour Society.

He has participated in Penn State Management Development Courses, U.S. Coast Guard International Maritime Law Enforcement Training, and the Commonwealth Association of Corporate Governance’s course for directors.

Derrick serves on several public and private boards. He chairs the Fair Trading Commission, the Jamaica Anti-dumping and Subsidies Commission, the Office of Utilities Regulation, the Duke of Edinburgh Awards Scheme in Jamaica, and the National Compliance and Regulatory Authority.  He is a former member of the Integrity Commission of Jamaica. He sits on the boards of the Jamaica Stock Exchange, M/VL Stockbrokers Ltd, the Jamaica Youth Business Trust, and the Munro College School Board as a Trust Appointed Member. He is a founding member of the Jamaica Chapter of Transparency International, and from 2006 to 2015 he was a member of the All Island Electricity Appeals Tribunal, Jamaica.

Derrick has lectured in the Faculty of Law on the LL.B. and LL.M. Programmes, and as an adjunct in the Mona School of Business, the Institute of International Relations, the Norman Manley Law School, Barry University’s Andreas School of Business, and Nova Southeastern University’s Huizenga School of Business. He has supervised candidates for the PhD and DBA in the Faculty of Social Sciences, UWI. Derrick has published in the areas of competition law, constitutional law, corruption, labour law, public management, governance, and the law of computers.

In 2016, Derrick was awarded the Order of Distinction, in the rank of Commander (CD), for Outstanding Contribution to the Legal Profession and for Public Service in Jamaica.

Althea Jarrett

Althea Jarrett

A graduate of the University of the West Indies, Miss Jarrett holds a Bachelor of Arts Degree (Upper Second Class Honours) from the Mona Campus in Jamaica, and a Bachelor of Laws Degree (Upper Second Class Honours) from the Cave Hill Campus in Barbados.  She is also the holder of a Legal Education Certificate from the Norman Manley Law School.

Althea is the Deputy Solicitor-General, Litigation and State Proceedings and she heads the Litigation Division. She joined the chambers in December 2011 and has 24 years at the bar. She has practiced law both locally and regionally. She was called to the Jamaican Bar in 1995, the Bar of St. Kitts and Nevis in 2000, and the Bar of Antigua and Barbuda in 2009.  Althea has served as a Clerk of the Courts at both the Half Way Tree and the Sutton Street Resident Magistrates’ Court, Legal Officer at the Fair Trading Commission and Project Attorney at the Urban Development Corporation.  She has worked as an Attorney-at-Law in several law firms in the Eastern Caribbean whose practice areas included litigation, commercial litigation, commercial and corporate law, conveyancing and  banking law.   Prior to becoming an Attorney-at-Law, Althea had a career in banking at the then Jamaica Citizens Bank.

Valerie Jones

Valerie Jones

The Director, Human Resource Management and Administration, Mrs. Valerie Jones’ career in the public service spans over 30 years. Her career began in the Ministry of Health in 1987 and has taken her to several ministries and departments including the Ministry of Public Utilities and Transport, The General Consumption Tax Department and the Inland Revenue Department. She has been assigned to the Attorney-General’s Chambers since 2002. Her vast and diverse working experience and training includes areas of human resource management, human resource development as well as administrative management.

Mrs Jones is a graduate of the University of the West Indies, where she obtained both a Bachelor of Science Degree (First Class Honours) in Public Administration and International Relations and a Master of Science Degree in Government (Public Sector Management). She also completed a Post Graduate Diploma in Human Resource Management at the Management Institute for National Development. She has also pursued numerous training courses in areas such as general management, human resource management and leadership. These include the Training of Trainers Course and the Caribbean Leadership Development Project, Leadership Development Programme.

Heather Dawn Brown LL.B (Honors), Certificate in Legal Education and Post Graduate Diploma in Management Studies, University of West Indies.

Heather Dawn Brown is an attorney-at-law with over thirty (30) years experience in both the public and private bar. She commenced practice as a Clerk of the Court in the St. Andrew Resident Magistrate Court   where she prosecuted and was responsible for the management of the Court’s office. She subsequently joined the Office of the Director of Public Prosecutions as Crown Counsel where she prosecuted in both the Resident Magistrates and the Supreme Courts.

Mrs. Brown later served as Legal Counsel at the Revenue Board which involved the prosecution of cases involving taxation in the Resident Magistrate and Supreme Courts as well as the provision of legal advice to the government on issues involving revenue law. She also represented the Board on various committees.

She entered private practice in 1993 where she practiced both criminal and civil law. Mrs. Brown subsequently rejoined the government service in the Tax Administration Services Department where she was involved in research and the provision of legal advice on issues involving revenue law, the examination of international laws with particular reference to their effect on local legislation and the examination of proposed contracts pertaining to taxation. She represented the Department at various board meetings in particular at the Jamaica Customs Department and sat on various organizations relating to this field.

Now a director in the General Legal Advice Division at the Attorney General’s Chambers, she provides legal advice to the government on various legal issues and represents the Chambers on a statutory board and other committees.

She is a Christian with two children and is particularly involved in the assistance of underprivileged persons.

Susan Reid – Jones

Susan Reid – Jones

Mrs. Susan Reid - Jones graduated from the Norman Manley Law School in 1988.

She commenced her career in the Attorney-General’s Chambers, and was assigned to the Constitutional/Legislative Division headed at that time by Mr. Peter Sobers of blessed memory. Her interest in Litigation led her to gain some experience in that Division also at that time.

Having spent a year and a half at the Chambers, Mrs. Reid - Jones spent some years outside of Jamaica, and returned to Jamaica in 1996, when she again joined the Chambers. She served between 1996 and 2008 first in the Litigation Division as Crown Counsel and eventually as Director, and later, as Director of the General Legal Advice Division.

She was the Jamaican Legal Consultant on the Jamaican Justice System Reform Project, assisting the Canadian Consultants on the Project, between October of 2006 and June of 2007. This was an experience that enabled her to meet a wide range of persons involved in the Justice System at every level and to interface with the public in a series of meetings and focus groups, culminating in a Report which contains suggestions for improvement of the System. She is pleased whenever suggestions from the Project are implemented, slowly but surely, and is hopeful that improvement in the Justice System will become a priority of this and successive Governments in the future.

Mrs. Reid - Jones pursued a predominantly civil practice between 2008 and 2015, returning to the Attorney General’s Chambers as a part-time consultant in October of 2015. In October of 2016, she returned full-time, and her current position is Senior Assistant Attorney-General in the Litigation Division.

Mrs. Reid - Jones’ career has taken her to most of the courts in Jamaica and also to the Privy Council in England. She enjoys reading, Jamaican culture and swimming.

Carissa Messado

Carissa Messado

Carissa Messado has been practicing law in Jamaica for over nine years, spanning both the private and public bar. The areas of her practice have included commercial and contract law, probate, litigation support, conveyancing, intellectual property, debt collection, fisheries law, administrative law and constitutional law. For the past seven years, she has been involved in the legislative process from the development stage through to enactment with respect to a number of pieces of legislation. She has also sat on a number of Government Boards and Committees in the capacity of legal adviser and resource person. In December 2018, Carissa joined the Chambers in the Constitutional and Legislative Affairs Division. Her role includes the provision of legal advice throughout the various stages of development and passage of legislation and specifically, providing advice which ensures that the laws enacted and actions of the Government are consistent with the Constitution of Jamaica.
